The calculations are based on the 2006 IPCC guidelines. In order to ensure comparability, the same parameters were applied to the inventories recalculated under the first transparency report, including for the year 2022. For this purpose, the inventory was estimated on the basis of the AR5 GWPs, and to ensure comparability, the inventory was also recalculated on the basis of the AR4 GWPs, in order to be able to compare the progress made in the NDC, which was estimated using AR4.

Not applicable. Projected emissions and removals are not used for accounting.

The methodological approach adopted to assess progress consists of comparing the target with the sum of reductions obtained following the implementation of the various measures included in Morocco's NDC, and which have been implemented or are being implemented in 2022. A comparison was also made between the target to be achieved in 2022 and the results of the national inventory for the same year

Assumptions

The objective of NDC in 2030 in terms of GHG reductions is based on two kind of actions. Unconditional actions are implemented through national funding. The remaining part is based on conditional actions, that can only be implemented if additional funding are provided from international donors

Key parameters used

Net GHG emissions are the key parameter used for tracking progress in implementing and achieving the NDC. The GHG inventory of the EU is the data source used. Details on assumptions, definitions and models used for determining net GHG emissions can be found in the National Progress Document of Morocco.

Explanation on the consistency of the baseline

The scope, coverage, definitions, data sources, metrics and approaches are consistent between the communicated NDC and its implementation, as described in the BTR.

Explanation on the consistency with the GHG inventory

The 2010-2022 time series in the BTR was calculated based on the AR5 GWPs, while the NDC used the AR4 GWPs. To ensure comparability, the 2010-2022 time series was recalculated with the AR4 GWPs, to be in alignment with the NDC. The transition to the AR5 GWPs in the NDC is planned for 2025, when the NDC 3.0 is submitted and the baseline and reductions of the measures are recalculated.

For Parties that apply technical changes to update reference points, reference levels or projections, the changes should reflect either of the following (para. 2(d) of annex II to decision 4/CMA.1):

The indicator used to track progress in the implementation and achievement of each NDC measure accounts for all categories of anthropogenic emissions and removals generated by the measure.

For each NDC measure, the following elements are specified:

The reference year chosen for the measure,
The implementation schedule,
The sector of activity concerned,
The categories of anthropogenic emissions and removals generated by the measure,
The method used to estimate anthropogenic emissions and removals.
Any update or clarification of the information already communicated is also included (for example, the recalculation of inventory data previously reported or the addition of details on the methods or concerted approaches used).

When monitoring each measure, an effort is made to include all categories of anthropogenic emissions and removals defined in the NDC, taking into account any source, sink or activity already included.
